Gender and Political Representation: Barriers to Womens’ Politics in Telangana

Abstract:
Women’s political representation is a crucial indicator of democratic participation, social equality, and inclusive governance. Despite constitutional guarantees, electoral reforms, and increasing awareness of women’s rights, women in India continue to face significant barriers to effective political participation and representation. Telangana, as a relatively new state with distinctive social, economic, and political dynamics, provides an important context for examining these challenges. This article examines the major gender-based barriers that constrain women’s political representation and participation in Telangana, with particular attention to political, socio-cultural, economic, and institutional factors. It explores how patriarchal social structures, gender stereotypes, limited access to political networks, inadequate financial resources, family responsibilities, and restricted mobility influence women’s entry into and continuation in electoral politics. The study also considers the role of political parties, local governance institutions, and electoral processes in either facilitating or limiting women’s political empowerment. Although reservation in local bodies has created opportunities for greater participation of women at the grassroots level, numerical representation does not always translate into substantive political decision-making power. Informal control by male family members, unequal access to resources, political patronage, and limited institutional support can undermine women’s autonomy as elected representatives. The article argues that increasing the number of women in political institutions must be accompanied by measures that strengthen their decision-making capacity, leadership skills, political resources, and institutional autonomy. It further highlights the importance of political-party reforms, gender-sensitive political education, economic support, awareness programmes, and stronger implementation of constitutional and legal provisions. The study concludes that achieving meaningful gender-balanced political representation in Telangana requires addressing both structural inequalities and informal practices that reproduce women’s political exclusion. Greater inclusion of women can contribute to more representative, accountable, and gender-responsive governance in the state.
